PACE Local, in partnership with CALM and the Public Services Agency, strengthens cooperation for modern and digitalized local public services

 

PACE Local, in partnership with CALM and the Public Services Agency (PSA), organized in Chișinău the workshop “Strengthening LPA–PSA Cooperation for Modern Local Public Services. Priorities, Processes and Local Action Plan.” The activity was carried out within the framework of the Local Public Authorities Digitalization Working Group and aimed to strengthen the institutional dialogue between local public authorities and the Public Services Agency (PSA), in the context of public administration reform and the modernization of services provided to citizens and the business environment.

The workshop brought together representatives of the Public Services Agency, as well as more than 40 representatives of local public administration from different localities across the country, including mayors, deputy mayors, secretaries of local councils, CUPS specialists, public relations specialists, and tax collectors. Participants examined the common priorities of LPAs and the PSA in the field of local public services, the operational challenges faced by municipalities, and the solutions needed to improve the accessibility, quality, and efficiency of public services. Discussions focused on identifying existing bottlenecks in cooperation between the local level and national institutions, as well as on developing concrete solutions and actions to be undertaken by both parties in order to modernize public services and accelerate digitalization processes.

During the workshop, the need to align the vision of LPAs and the PSA regarding the modernization of public services and the strengthening of institutional cooperation within the framework of public administration reform was highlighted. Participants identified the main needs and challenges encountered at the local level and agreed on common directions for action. At the same time, PACE Local, in partnership with CALM, will contribute to monitoring the implementation of the agreed solutions and actions, while the PSA will benefit from access to a network of local public administration specialists who will be able to participate in the testing and piloting of new digital solutions.

Through this collaborative approach, the PACE Local Project contributes to connecting reform processes with realities on the ground, involving local practitioners in shaping solutions, and strengthening the capacities of local public administration to deliver modern, efficient, and citizen-oriented services.
